It is normally measured 6 months following the first measurement. The angle is used to determine the distance of that star.  The distance is inversely proportional to the parallax angle and vice versa. Therefore if the distance to the star is greater as with the case of star A, then the parallax angle will be less.  

Illustrating with numbers the formula to calculate the actual distance is:  

D=\frac {1}{p}

where D in parsec is the actual distance and P in arcseconds is the parallax angle

Star A = 9.5 pc                  

Therefore p = 0.105 arcsecond

Star B = 7.75 pc                

Therefore p = 0.129 arcsecond

Therefore, Star B has a larger parallax angle
