The movement of air (sometimes called turbulence) in the atmosphere of Earth causes the starlight to get slightly bent as it travels from the distant star through the atmosphere down to us on the ground.

When light from a distant source (a star) passes through our turbulent (moving air) atmosphere, it undergoes refraction many times. When we finally perceive this light from a star, it appears to be twinkling! ... It is because there are more layers of the atmosphere between you and the star in this direction.
