Starch do provide energy as do the sugar provides but the process remains slow.

This is due to the eventual breakdown of the starch into glucose post eating and digestion.

After the consumption of starchy food, apart from the energy given by carbohydrate, the starches give quick surge of energy and on the same time, they do nothing to keep the energy and their levels ongoing for the longer time.
