As stars are very far from earth, they look like point objects from earth, the starlight when enters the earth's atmosphere then it continuously goes under refraction before reaching our eyes. Due to continuous refraction throughout the atmosphere, the starlight keeps fluctuating a little and as it looks like a point object, we can easily observe it's fluctuation known as twinkling.

Planets being near to earth are observed as big objects so they are observed as infinite point objects so their fluctuation overall nullifies and overall looks like a single object
