The Five Year Plans brought all industry and industrial development under state control. In addition, Stalin transformed Soviet agriculture by introducing a system of collectivization, in which peasants worked on collective farms that were owned by the state. All industry was nationalized, and factories were required to meet output quotas determined by the state.
