The reasons why the period was referred to as the Reign of Terror is because:-
- They were based on extreme measures.
- All those whom Robespierre saw as enemies such as the clergy and nobility, members of other political parties even members of his own party who were against him were arrested, imprisoned and guillotined.
- Meat and bread were rationed among citizens .

(i) Robespierre followed the policy of severe control and punishment.People who were considered as enimies of the republic were imprisoned and tried by a tribunal. On conviction, they were executed through a guillotine.
(ii)Robespierre placed maximum ceiling on wages as well as prices.
(iii)He forbade the use of expensive white flour.
(iv)Churches were converted into army barracks or government offices.
As a result, Robespierre's reign was known as the "reign of terror".
