State any one exception to the right to equality?

the exception is in the right to equality in employment
for certain jobs, the applicants have to be from the local area only for some reasons, in that case employment can be denied

Right to equality should be given to both poor and rich.
poor  peoples should get a special quota for everything, but not actually everything because  it may also shed a bad result on the rich peoples like in case of educational organization poor will get most of the seats just because they are poor.
