Explanation:

Infrastructure is the basis of development. Both economically and socially it is crucial for the growth of the country.

Therefore, the infrastructural facilities should be in the hands of public sector undertakings or government so that the consumers should not be exploited.

If private sector wants to make investment in infrastructural facilities or to run them, they need to take permission and should be regulated by the government.

For e.g.: there are two companies in different regions of  Delhi which are providing electricity which is an infrastructural service i.e., Companies of Tata and Reliance. Both these companies are being regulated by government agents.
