Central planning is one of the hardcore elements of communism. Or lemme better say was, since China still calls itself a communist country and I'm not really sure they are still planning their economy centrally. As far as i remember, central planning was made for every 5 years.

(i) The Bolshevik Party was renamed the Russian Communist Party (Bolshevik).

(ii) Russia became a one party state and trade unions were kept under party control.

(iii) For the first time the Bolsheviks introduced a centralised planning on the basis of which Five Year Plans were made for development of Russia.
