Rural local government in India is popularly known as the Panchayati Raj System. The Panchayati Raj Institutions in India are the prime instrument of decentralization of powers at the grass root level. The Panchayati Raj System was introduced by the Balwant Rai Mehta Committee.
Panchayati Raj Ssystem has some achievements and some problems as well. These are as follows.
Achievements -
1) The introduction of local self government has helped to deepen the roots of democracy in India.
2) It has increased the representation of scheduled castes, scheduled tribes and women as well by stipulating reservations for them in elected bodies, thus empowering these sections of the society.
Problems -
1) Most of the state governments are not ready to provide powers to the local governments. Neither they are ready to provide sufficient funds according their needs.
2) Elections of the local self governments are held regularly but Gram Sabhas, Block Committees and Zila Parishads (District Councils) do not hold their meetings regularly.
