I think Ohm`s law is applicable under any conditions where the resistance is independent of the Voltage across the resistance and/or current through the resistance.
Under most all conditions even if the resistance changes I think the following is true.
(Instantaneous V) = (instantaneous current)* (instantaneous resistance)..

Ohm's law is only applicable under constant temperature, mechanical stress and strain. Then only the ratio of V and I will be constant. Besides this, Ohm's law is also not applicable to semiconductor band conductors and volatile conductors due to random lattice movement.
