The Heisenberg Uncertainty principle states that the more precisely the position of some particle is determined, the less precisely its momentum can be known, and vice versa.

The formal inequality relating the standard deviation of position σx and the standard deviation of momentum σp was derived  as

This is a fundamental property of quantum systems.  It is inherent in the properties of all wave like systems.  Not being able to measure the quantities or properties with precision is not due to technology used in measurement. It is a fundamental property itself.  This principle is valid for certain pairs of quantities, called complementary variables.  Momentum and displacement are complementary variables.
