When soap is mixed in water it forms micelle. The hydrophobic tail of attach itself to dirt and hydophilic tail attaches itself to water. When the cloth is agitated the oily dirt tends to break into several parts. The soap micelle prevents the dirt to form agrigates. And hence the oily dirt tends to lift up from the cloth and dirt is removed.
