Newton's first law of motion explain that a body tends to be at rest or in motion until it is opposed by any natural obstruction.
So in this case of dust in carpet, dust is initially at rest state but when we beat in vigorously it tends to have gathered Momentum and that moment and make it out of the carpet.

Due to law of inertia,this happens. Law of inertia is also known as Newton's first law of motion which states that a body continues to be in a state of rest and in continuous motion until unless an external force is applied on it. The dust particles are in a state of rest until beaten with a stick( here external force is beating of stick on carpet). When that external force is applied , dust particles leave their place and come into motion.
