Newton's law of gravity state that everybody in this universe attracts every other body with a force which is directly proportional to the products of their masses and inversely proportional to the square between them. it is called universal law of gravitation because it is applicable on every body having mass , whether it is small or big in this universe.

So Newton's Law of Gravity says that the force between two masses, and that's the gravitational force, is equal to the gravitational constant G times the mass of the first object times the mass of the second object divided by the distance between the two objects squared.

It is called so because it is applicable on all bodies having mass, and the bodies will be governed by the same law, that is newton's law of gravitation. Thus, as it is applicable universally, it is called as universal law.
