Newton first law :Newton's First Law states that an object will remain at rest or in uniform motion in a straight line unless acted upon by an external force.

A luggage is usually tied with a rope on the roof of buses. When a moving bus suddenly stops, the luggage on its roof tends to continue in the state of motion due to inertia of motion. Hence the luggage fall down from the roof of the bus. Similarly, when a bus suddenly starts, the luggage on the roof of the bus tends to continue in the state of rest and hence fall down from the roof of the bus. Thus, to avoid the falling of the luggage, it is tied with a rope on the roof of a bus.

》》If an object is in a state of motion then it will be continue in motion and ,if the object is interest then it will be remain at rest.
It is advised so bcz the luggage kept on the roof is in a state of rest hence it will continue in rest and when a bus starts it got a sudden unbalanced force due to which the object can't remain more in its state of rest hence it is advised so.
