The northern rivers are perennial as they r snowfed and they receive rainfall during monsoon while the Rivers of the Deccan are not snowfed and r dependent on rainfall so r not perennial.....

Northern plains are fed with a number of rivers that have water in them throughout the year.
But in Deccan region the rainfall is seasonal and they get rainfall only during monsoon season from june to september while the rest of the yesr is dry.
Hence seasonal streams are present there which have water in them only during monsoon seasons .
Therefore they can only be used for navigation in monsoons but in northern plains with the help of perennial rivers navigation can be done year long. So they are preffered.
