This law was considered arbitrary because persons were arrested for a variety of reasons that were seldom clarified beforehand as well as because those arrested were often kept in jail without a fair trial. As British can arrest any person protesting against the government without a fair trail, it contradicted the rule of law.

Answer: this act of brutality was severely considered arbitary as arbitary means a rule based on random choice or personal whim, rather than any reason or system, and this was exactly what the 1870 act promoted the law allowed the british to tie any person who protested, criticized, petitioned against british in the court without a both sided fair trial in the court.
