Hey here's the answer to your question...
It is because wheat is a crop which needs a cold climate and less rainfall. Wheat is cultivated in the winter months. It cannot be cultivated in kharif crop season because there are high and hot summers and there is more rainfall due to heat,being a rabi crop wheat doesn't need a hot wet season with continuous rainfall but needs a cold climate to be cultivated.
