India is a federal state which has  a parliamentary form of government which is being governed under the 1949 constitution law. The head of country, our president is elected for a five-year term by the elected members of the state and fedral parliaments; there are no term limits.

A state government is the country's government and subdivision in a federal form of government, which shares political power with the national government or the fedral power . A state government may also have political autonomy to some level, or a subject to the direct control of the federal government.....

All the executive powers are possessed by the president but the prime ministeractually exercise these powers and council of ministers who are appointed by the president.

The ministers are responsible to the lower house of Parliament and must be members of Parliament.The Council of Ministers is the body designated by the constitution of India for all policy formulations in the state government. However for all practical purposes the de-facto policy making body is the cabinet which is part of the Council of Ministers and consists of all the senior and important ministers of the state government.
