It came about seemingly spontaneously when people of the Russian capital Petrograd started to rally against the war and against the food supply shortages in the city. As the protests grew, various political reformists (both liberal and radical left) started to coordinate their activities !

Workers went on a strike. No political party was actively organising the movement. The government imposed a curfew. Police headquarters were ransacked. Streets thronged with people raising slogans Soldiers and striking workers formed a soviet. This was the Petrograd Soviet.
