The municipal council consists of four organs
1. general council-The General Council consists of the Members elected by all the adult citizens registered as voters in the Municipal area. They are called as Councillors. The size of the Council depends on the population of the city

3. municipal comissioner -While a Mayor is elected to serve as the ceremonial head of a municipal corporation, a municipal commissioner is appointed by the state government from the Indian Administrative Service or PCS Provincial civil Service to head the administrative staff of the municipal corporation.
4. standing Committee-Every Standing Committee shall consist of such number of members as may be decided by the Council including its Chairman and it shall be in such a manner that every Councillor, except the Chairperson and the Deputy Chairperson shall be elected as a member of any one of the Standing Committee and the number of members to be elected to each Standing Committee shall, as far as possible, be equal.
