State the difference active citizens and passive citizens

the people who can vote are active citizens and people who can't may be passive ones, I guess?

Passive Citizens had no property or voting rights. They were protected by the law but had no say in the making of government bodies. Active citizens were literate adults who had been resident in France for a certain period of time (I think one year) and they paid at least a certain amount of taxation.
