both have same function like maintaining discipline and decorum of the house etc. but a lok sabha speaker can vote on any issue where as a rajya sabha chairman can't do.

1. The qualification to become the speaker of the Lok sabha are: He/she must be a citizen of India; He or she must not be less than 25 years of age while to be a chairman of Rajya Sabha He/She should be at least 30 years old and  elected by the Legislative Assembly of States and Union territories.

2. Membership of speaker of Lok sabha is for 5 years while for chairman of Rajya Sabha, it is for six years.

3. Speaker can be removed by the Lok sabha by a resolution passed by an effective majority (>50% of total strength excluding vacancies) of the house while chairman of Rajya

Sabha can be removed by a resolution of the Rajya sabha passed by an effective majority.
