Louis 16 called up the Estate General to hold a voting on the proposal of increasing taxes but as only third estate had to pay the tax they demanded for equal voting rights that is one person having one vote. When the king rejected this proposal the members of the third estate walked out of the hall in protest to an indoor tennis court and swore not to disperse until they had drafted a constitution that would limit the king's power. They declared themselves as the National Assembly.
