Newtons first law of motion is involved in this . according to newtons first law of motion an object continues to be in state of rest or uniform motion until or unless an external unbalanced force is applied on it . this is also reffered to as law of inertia.
This happens due to the inertia. When carpet is beaten. Carpet comes in motion suddenly but dust attached with carpet remains in the rest. So due to the inertia of rest dust falls down on beating of carpet.
