Law of refraction states that the incident ray refracted ray, and the normal to the interface of two media at the point of incidence all lie on the same plane. The ratio of the sine of the angle of incidence to the sine of the angle of refraction is a constant.
When we say refractive index of diamond is 2.42, it means light is travelling from rarer to denser medium, and speed of light in air (vacuum) is 2.42 times the speed of light in diamond.
