It is determined by Electronic Configuration.
EC=2n²
Suppose if we have to find the valency of Neon.
At. no.=10
EC=2,8
then valency is 0.
Sodium at. no.=11
EC=2,8,1.
valency is 1.
If outer orbit's electron is more than 4,subtract it with 8.
If less then 4,that's the valency.
