\textbf{An electric charge} at rest has no magnetic field but only electric field around it. A moving charge with a constant velocity has both, the \textbf{electric as well as magnetic field} around it. But as the current is not changing with time, so magnetic field will also be constant .

hence ,
\blue{\texttt{no e.m.waves will be produced. }}

If the \textbf{charge} is moving with some \textbf{acceleration}, both electric and magnetic field will be changed

hence, \blue{\texttt{e.m.waves are produced}}.

Thus, the accelerated charge produces both electric and magnetic fields which vary both in \textbf{space and time}. These varying electric and magnetic fields give rise to e.m.waves.
