The answer is air pressure.
Explanation:
When the bulb is free it has air in it the pressure inside the bulb and outside it is the same . But when we press the bulb and it compresses the air rushes out of the bulb. Then as we place its nozzle in water and leave the bulb the prssure inside decreases. As we know that air is constantly applying pressure on earth it also does the same on the water.As in the bulb there is low-pressure area the water has a way so ,it rushes through the tube and in the dropper.
