2. It keeps the temperature of testes 1-3 degree Celsius below that of the body. A lower temperature is essential for development of sperms.

Scrotum is a muscular bag hanging outside the abdominal cavity. Testis need 2-3° less temperature then the body temperature to release sperm. So testis is located in scrotum.
