The idea of a cooperative was first proposed at a conference of irrigators and chaired over by well-known economist Dr. D.R. Gadgil in 1945.

Maharashtra, the Marathi State, was privileged to profit from his views and familiarity in the areas of rural industry, philosophies of de-centralization, the role of the Reserve Bank in rural expansion and in founding co-operative credit supply.
