Two of the major factors that are responsible for the highest rainfall in the north-eastern states of India are the south-west monsoon and the north-east monsoon.  

The monsoonal winds are very active in these regions that bring the cloud with them and almost washout the regions.

Cheranpunjee and Mawsynram in Meghalaya receive some of the highest rainfall in India due to these two factors.
