(b) ALLIES WERE NOT IN FAVOUR OF THE HARSH PUNISHMENT AGAINST GERMANY BECAUSE THEY FELT THAT IT WOULD REPEAT GERMAN EXPERIENCE AS AFTER THE 1ST WORLD WAR.
