in the group the element have same valency sell electronic configuration as the electronic configuration of both the element is same that is there has 7 electrons in the outermost shell therefore they are kept in the same group.... and chlorine and bromine are kept in the same group of the periodic table because this so similar physical and chemical properties such as there are gaseous in nature and or nonmetals............... and because of their valency....
