1) Lack of loyalty to democracy among the judiciary, e.g. at the lenient sentence against the participants of the 1923 attempted coup as one example. Right-wingers were let off with a slap of the wrist, which ultimately led to the SA being able to successfully intimidate the organs of the republic.

2) Lack of loyalty to democracy among the armed forces e.g. at the army’s refusal to suppress the 1920 Berlin coup attempt.

3) Lack of loyalty to democracy among the faculty of the universities.
