Natural disasters are unpredictable and they can strike any time. Though the Meteorological department is able to forecast such events these days, they need not be very accurate.  

Development plans and processes can get derailed because of unpredictable calamities such as floods, fire, tsunamis, earth quakes, drought etc., considered ‘Acts of God’.

Another reason being, funds that are already ear-marked for development process will then have to be diverted, to address the destruction caused by natural disasters.
