If this kind of situation ever happen to my life ill try to help the person as much as I can . I'll help him in a following ways :-
Firstly, I'll try to find some cards or something in his luggage so that I can contact him and through which I can give him his luggages.
Secondly, I'll request to the bus conductor to follow him so that we can give him back his luggages.
Thirdly, if the person is far away from us I'll keep his luggages with myself carefully & I'll give my number to the bus conductor so if he come back to find his luggages he can contact me .
