Energy, in any form, is a scalar quantity.  

Hence, potential energy is also a scalar quantity.

=>You can define the zero of potential to be anywhere you like, so you can always add a constant to potential to make it positive or negative- you could have a negative potential from a positive charge by adding a negative constant.
