ABCD and PQRS are both quadrilaterals since they have 4 sides but they are not equal because ABCD is a Square since it's length of corresponding sides are equal ,i.e., AB=DA=3 cm while PQRS is a rectangle of Length PQ=4cm and Width SP=4 cm.

So both are similar in the properties of quadrilaterals but not similar in the shape.
