Hydrogen cannot be prepared by using conc. HNO3 because HNO3 decomposes into [O](nascent oxygen). This oxygen reacts with hydrogen to form water.

HNO3 ------->NO2 + H2O+[O]

[O]+ H2 ----------->H2O.
