Explanation:

When first time railway came to India in Colonial period british government offered it a private company. And the company pay to british government by the gained profit from railways. But at that time government was still didn't get as they expanded in it. So they took railway in their own hands.

And Now Modi government gonna do the same thing as Britishers were done in past. They (Modi government) gonna do privatisation in many sector not in only Railway.
