NEW DELHI: The debate over the extent of poverty looks set to be reignited following government's claim of a steep reduction. Poverty has decreased by 15.3% between 2004-05 and 2011-12, claims the government data which was released to a section of media.

However, those following the debate have pointed out that poverty data based on the latest National Sample Survey Organization (NSSO) were arrived at using a methodology that was junked by Planning Commission after a massive political controversy broke out over the plan panel's Rs 28 per capita per day definition of poverty line.

After huge public outcry and intervention from UPA's top leadership, the commission decided to take a relook on the definition of poverty line and appointed C Rangarajan panel to suggest new methodology.

While Rangarajan panel has not yet submitted the report, the commission has come out with the poverty data but restrained from declaring the poverty line this time.

According to the latest figures, the percentage of the country's population living below the poverty line declined from 37.2% in 2004-05 to 21.9% in 2011-12.

This means there are still nearly 26 crore poor in the country. The total number of people below the poverty line in the country is around 26 crore as against 40.73 crore in 2004-05.

In urban areas, around 13.7% people are living below poverty line while in rural India 25.7% are poor. In rural areas, the number has reduced from 32.58 crore to 21.72 crore.

As far as states are concerned, the government figures suggest that the poverty decline was sharpest in poorer states of Odisha and Bihar.

Odisha has registered the sharpest decline with percentage of BPL population came down from 57.2% in 2004-05 to 32.6% in 2011-12. In Bihar there is substantive decline with the percentage of the BPL population coming down from 54.4% in 2004-05 to 33.7% in 2011-12.

Rajasthan is among the better performers as poverty in the state declined from 34.4% in 2004-05 to 14.7% in 2011-12. In Madhya Pradesh 48.6% people were poor which has come down to 31.7% in 2011-12.

In Gujarat, there were 31% poor in 2004-05 which has reduced to 16% in 2011-12. There were 40.9% poor in Uttar Pradesh in 2004-05 which has declined to 29.4% in 2011-12.

Andhra Pradesh marked a significant decline in poverty from 29.6% in 2004-05 to 9.2% in 2011-12.

The official argument is that whatever be the poverty line, there will be decline in percentage term.

Plan panel's earlier figures showed that poverty was declining by 1.5 percentage points from 37.2% to 29.8% between 2004-05 and 2009-10. The commission disowned the data after it was criticized for pegging the poverty line cut-off at Rs 28.65 per capita daily consumption in cities and Rs 22.42 in rural areas.
