steam contains latent heat and the release of this latent heat in turn results in effective heating but boiling water does not have any latent heat and consequently is not as effective as steam for purpose of heating

Steam causes more severe burn than boiling water.

Boiling water at 100°C changes into steam at 100°C absorbing latent heat of vaporisation. Due to this extra amount of heat steam causes more severe burns than boiling water although the two are at the same temperature.
