Steam Produce sever burns than water because it gets more activation energy and gets into gaseous state. Means its energy is more than Hot water thats why it causes sever burns than hot water even at same temprature.

Steam is formed when water at it's boiling point temperature of 100°C (373K) absorbs latent heat of vaporisation.

Therefore, steam has more energy than water. on account of this, steam produces more severe burns on the skin as compared to boiling water.
