Steel articles can be plated with tin or zinc to prevent rusting but when the zinc layer is damaged exposing the underlying steel does not rust but when the tin layer is broken the steel rust explain​

this is because as long as a layer of oxide of zinc or tin is present the steel article does not get exposed to air but when it gets removes,the steel reacts with air/oxygen to form its oxide.

When the zinc layer is damaged the surrounding atoms would be attracted to the zinc and therefore only react with the zinc and not the steel (zinc is basically like a magnet). When tin is damaged the atoms would react with steel because steel is more reactive. Atoms rather react with a more reactive element.
