As the power of the Provisional Government was slowly declining and Bolshevik influence began to rise, it took severe measures against the dissatisfaction. It opposed the workers to operate factories and arrested leaders. Widespread protests by the Bolsheviks were strictly suppressed in July 1917. As a result, most of the Bolshevik leaders had to abscond.
