Meaning of this proverb is,

The which is given to us should be done in time,and if it is not done we have to put double efforts to do the same work.

for eg. Teacher has given some work to the student and it should be submitted at particular date, and if the student not submit it on that date then the has to do that work also and even he has to work for his next submission at same time. In this he had to do both work at one time,and if he had done it before then he has to do the less work.
