As the co2 is not absorbed the vaccum is not formed so the water will not enter the conical flask and the experiment would be a failure

no, he will not get the desired result because it will create no pressure of air in the flask and the pressure in the flask will remain constant so we will not be able to see the rise of water in the tube in the next apparatus.
