If talk about the substances in one word which makes water unfit for the use is impurities.

Impure water contains dust particles, sand or might even contain harmful/toxic chemicals which makes it unfit for drinking purpose.

the answer is as follows

Water is deemed unfit for use only when , it is contaminated

Some of these can easily be identified thru difference in color, odor , taste and  Large impurity .

But others can be more harder to detect , usually because they are not visible to the naked eye.  

These invisible contaminants can be either man made or naturally occurring ,

such as pathogens  like bacteria , viruses and parasites such as microscopic protozoa and worms , Industrial effluents , Careless Garbage Disposal , Fertilizer Run offs etc
